2	NATIONAL PROJECT DESCRIPTION
2.1	General Info (Objectives, Goals, National Specifics, Comments For User)	The objective of the CLC2000 project - Bulgaria is to update the CLC90 database - to provide a satellite up-to-date land cover map for the year 2000 and information on the main changes in Bulgaria LC/LU during the period 1990 - 2000. The CLC2000 project implementation in Bulgaria started on September 1st 2002 and was completed on 30th of July 2004. In accordance with the EC I&CLC2000 project, the CLC2000 Bulgaria project gave as results the following products: National CLC2000 and Revised National CLC90 database; National CLC 1990-2000 change database; National CLC2000 metadata. The standard 3rd level CLC nomenclature for 37 standard classes represented in Bulgaria was applied for the Products. The main ancillary data used include: Aerial photographs (georeferenced and orthorectified) at scale 1:5000, 1:16,500, and 1:40,000. Digital topographic maps at scales 1: 5 000; 1:25 000; 1:50 000; 1:100 000 and 1:200 000. Digital city and thematic maps. Vegetation map at scale 1:600 000 Tourist maps at scale 1:50 000 National statistical data The main National Specific issues include: The difficulties associated with the National Projection "System 1970" which is a non-standard one and the mathematical technique (different for the 4 Zones/parts of the country) is still considered a State secret. Many inaccuracies in class boundaries delineation and thematic interpretation for the CLC90 database. Organization of the work at National level The Bulgarian Executive Environment Agency (BEEA) as NRC is the responsible National Authority Body for project contracting and implementation. Ivanka Todorova as the NRC/PCP on CLC is the project manager and Contact Point for the national project implementation. For the Project control and monitoring a National Steering Committee was organized coordinated and managed by the BEEA as NRC. The NFP Ioana Hristova is the contact person for the EEA and European CLC2000 Steering Committee. The Bulgarian National team includes 10 persons. The work was definitely distributed between two teams: Team of academic experts and Private company "Datecs" Ltd. team The national team leader is Dr. Eng. Anton Stoimenov, head of RS and GIS department at the Space Research Institute (SRI) - Bulgarian Academy of Sciences.

4.2.1	Dataset Title	CLC2000 Bulgaria
4.2.2	Abstract Describing Dataset	The dataset includes: Bulgarian CLC2000 database; Revised Bulgarian CLC90 database; Bulgarian CLC 1990-2000 change database; Bulgarian CLC2000 metadata (country and working unit levels). All databases are produced in two projection systems - the National Projection "System 1970" (for national use) and the WGS84 for integration in the EC database. The CORINE Land Cover 2000 (CLC 2000) project in Bulgaria is a part of the EC Image and CORINE Land Cover 2000 (I&CLC 2000) projects - updating the land cover maps for the whole of Europe coordinated by the European Environment Agency (EEA). Bulgaria participated in the CORINE 1990 Land Cover project and the 2000 updating was managed by the Bulgarian Executive Environmental Agency at the Ministry of Environment and Water in Bulgaria (MEW). After a tender procedure in 2002 a joint team of Academic experts and Datecs Ltd company was contracted by the MEW to implement the technical aspects of the project. Image processing and visual computer aided interpretation were used to perform these tasks. The production results were verified internally (incl. verification by an independent expert) and validated by the CLC2000 Technical team of the EEA. CLC 1990 and CLC2000 Bulgaria is the first complete land cover database for the country. It is also the first digital database of such a large scale on a national level in GIS ARC/INFO format compatible with the other CLC databases produced in the Europe. This makes it an invaluable tool for environmental management, statistics, planning, and conservation activities. The spatial extend of the dataset covers the entire territory of the country with 1.5 km overlap of the adjacent countries: Turkey, Greece. FIROM, Serbia and Montenegro. 37 categories of CORINE LC nomenclature are present in the database with min. mapping unit of 25 ha and min. area of 5 ha for the changes in LC/LU detected between the years 1990 and 2000. The accuracy of LC/LU units mapping is better than 50 m.
